On October 6, 2021, the APARC China Program hosted the panel program, "Engaging China: Fifty Years of Sino-American Relations." In honor of her recently released book of the same title, Director of the Grassroots China Initiative Anne Thurston was joined by contributors Mary Bullock, President Emerita of Agnes Scott College; Thomas Fingar, Shorenstein APARC Fellow; and David M. Lampton, Professor Emeritus at Johns Hopkins School of Advanced International Studies (SAIS). Thomas Fingar also moderated the panel.

Recent years have seen the U.S.-China relationship rapidly deteriorate. Engaging China brings together leading China specialists—ranging from academics to NGO leaders to former government officials—to analyze the past, present, and future of U.S.-China relations.

During their panel, Bullock, Fingar, Lampton, and Thurston reflected upon the complex and multifaceted nature of American engagement with China since the waning days of Mao’s rule. What initially motivated U.S.’ rapprochement with China? Until recent years, what logic and processes have underpinned the U.S. foreign policy posture towards China? Based on his recent Oxford University Press book Protecting China's Interests Overseas: Securitization and Foreign Policy, Dr. Andrea Ghiselli will discuss the role of the actors that contributed to the emergence and evolution of China's approach to the protection of its interests overseas. He will show how the securitization of non-traditional security threats overseas played a key role in shaping the behavior and preferences of Chinese policymakers and military elites, especially with regard to the role of the armed forces in foreign policy. 

While Chinese policymakers were able to overcome important organizational challenges, the future of China's approach to the protection of its interests overseas remains uncertain as Chinese policymakers face important questions about the possible political and diplomatic costs associated with different courses of action.

Dr. Andrea Ghiselli is an Assistant Professor at the School of International Relations and Public Affairs of Fudan University. He is also the Head of Research of the TOChina Hub's ChinaMed Project. Some of the world’s most critical flashpoints are concentrated in the Asia-Pacific today. The 2017 Lee Shau Kee World Leaders Forum will examine East Asia’s geopolitical volatilities in the context of China’s rapid rise while assessing the evolving role of the United States in the region. The Forum will first include remarks by the Director of FSI and former U.S. Ambassador to the Russian Federation, Michael A. McFaul, on the historical origins and contemporary consequences of President Trump’s worldview. A panel discussion will follow with leading policy experts, including the Director of the U.S.-Asia Security Initiative, Shorenstein APARC, and former U.S. Ambassador to Afghanistan, Karl Eikenberry; Associate Professor and Vice President of the Institute of International and Strategic Studies at Peking University, Yu Tiejun; William J. Perry Fellow in the Korea Program at Shorenstein APARC and former U.S. Ambassador to South Korea, Kathleen Stephens; Executive Director of the China Center for Collaborative Studies of the South China Sea and Dean of the School of International Relations at Nanjing University, Zhu Feng; and Shorenstein APARC Fellow at FSI and former chairman of the National Intelligence Council and Assistant Secretary of State of Intelligence and Research, Thomas Fingar.  The expert panel will examine the current state of U.S.-China relations in this increasingly turbulent region.

 

The Lee Shau Kee World Leaders Forum is an annual event established to raise public understanding of the complex issues China and other countries face in the course of rapid development. The purpose of the Lee Shau Kee World Leaders Forum is to foster engagement among government, academic, private sector and civil society leaders on pressing challenges of global importance that demand creative and innovative solutions.

This year’s event also marks the Tenth Anniversary of the China Program and the Fifth Anniversary of the Stanford Center at Peking University.

Alluding to the famous dictum by China’s late leader, Deng Xiaoping, Min Weifang, the executive president of Chinese Society for Education Development Strategies and professor at Peking University (PKU), China, noted that the “water has become very deep, it is difficult to touch the stones [to cross the river].” Min’s comments came at the end of a conference titled “Building World-Class Universities: An Institutional Perspective,” and they specifically referred to the challenges facing Chinese institutions of higher learning. Yet, the phrase nicely captured the challenges facing institutions of higher education worldwide in remolding institutions, social norms and structures to better adapt to the 21st century. Institutions of higher learning – whether “world-class” or not – need to grasp the demands of a rapidly changing future that is hard to discern. Speakers highlighted the complexities of globalization, market pressures, and a contracting public purse which encumber university governance and produce conflicting goals.

The conference, which was hosted at the Stanford Center at Peking University from Nov. 4-5, was part of the Beijing Forum 2016 and brought together over 30 scholars, university presidents and other thought leaders from 11 countries in Europe, Russia, North America and the Asia-Pacific region. The Forum aimed to focus on the institutional contexts that promote the construction and longevity of world-class universities. The second half of the Forum featured debates about the criteria for and, even, the very definition of “world-class.”

The Forum generated cross-cutting themes among a wide range of experts in attendance. The most prominent themes that emerged included the role of the government; government-university relations; and the tensions between education and knowledge production in universities. The Forum first highlighted the various “world-class university-projects” and elite national university-projects around the globe including in China, Russia, South Korea, Japan and Pakistan. Forum discussions then shifted to focus on questions such as “what is a university?” and “what is world-class”? Various university ranking systems drew skepticism, yet were also recognized as a resource used by donors, governments, alumni and prospective students.

As a policy prescription, a heavy role of the government in university education drew the most fire especially from Chinese colleagues who emphasized China’s need for greater university autonomy from government interference. All could agree, however, upon the important role of the government in tertiary education and, in particular, for building world-class universities, even if striking the proper balance between the role of the government and university administration necessarily differed depending on the national context.

Panelists agreed that contemporary challenges facing top-tier universities are many. They include social and economic pressures that favor “multiversities” over smaller, more cohesive universities; tensions among conflicting stakeholders in “multiversities”; intensification of science, technology, engineering and math (STEM) research; commercialization of knowledge; diminishing focus on undergraduate education; overproduction of doctoral degrees; inequality in access to and quality of higher education; and increasing administrative scale and complexity of university management. Many panelists throughout the conference appeared to concur that accelerated knowledge production, a more direct connection to national development goals, increased specialization and commercialization have produced significant benefits in recent years. But they also acknowledged that these benefits have come with a price – perhaps in the form of excellence in undergraduate teaching.

The gains that Peking University and Tsinghua University, in particular, and Chinese universities, in general, have made were widely acknowledged. Increasing numbers of Asian universities, too, have entered the top-tier in global rankings. Yet, solving 21st century demands – as opposed to just managing them – still appeared difficult as experts and thought leaders grappled with what, if any, institutional models can best meet those demands. Some experts suggested providing students access to different kinds of tertiary education (for example, in the form of community colleges, vocational colleges, liberal arts and research universities, as in the U.S. context). Most experts, if not all, agreed that universities need to shore up their educational missions and ensure balanced support for both the humanities and social sciences as well as the sciences and technical fields. In addition, many experts emphasized the need to address societal imbalances and provide better access to quality higher education to all socioeconomic classes.

A new course jointly taught by Stanford and Peking University brought together students and scholars in China and the United States in dialogue using videoconferencing.

Each week during the past spring quarter, students at Stanford and Peking University (PKU) gathered in a classroom to learn, just as they would for any other course. The only difference was these students were neither in the same classroom nor on the same continent.

Despite being separated by nearly 6,000 miles, 18 students in Palo Alto and 28 students in Beijing held ‘face-to-face’ conversations via high definition videoconference in a course taught by American and Chinese scholars. On each side, they sat in a three-rowed amphitheater and looked directly ahead – not at a whiteboard – but at a screen that projects a video ‘wall’ of their colleagues at the other campus. The venue, known as a ‘Highly Immersive Classroom,’ enabled the distance learning experience between the two universities, using advanced software to create a cross-Pacific virtual classroom. The course titled The United States, China, & Global Security, led by former U.S. Ambassador to Afghanistan Karl Eikenberry and PKU professor Fan Shiming, was organized under the auspices of the U.S.-Asia Security Initiative whose research focuses on security challenges in Asia with teaching as one of its core activities.

“We set out to host a course that addressed topics critical to China and the United States in a new type of classroom format,” said Eikenberry, the Oksenberg-Rohlen Distinguished Fellow in the Shorenstein Asia-Pacific Research Center and director of the Initiative. “What resulted was a truly unique academic exchange that considered topics even beyond the bilateral relationship and carried a certain ‘Silicon Valley spirit’ being divided by an ocean yet connected through technology.”

Over eight weeks, a select group of graduate students from the two universities explored a wide array of subjects related to international security, ranging from terrorism to trade and energy and the environment. The course aimed to provide students with a forum to discuss current issues in U.S.-China relations and to analyze areas that could be applied to other case studies. 

“Because each week was a different topic, it didn’t feel like I was just thinking about the United States and China again every Wednesday night,” said Sam Ide, a Stanford graduate student who studies China’s relations with Central Asia. “Each session was very interesting to me in a different way.”

Guest-taught by prominent scholars and former senior government officials from the United States and China, the course sessions allocated thirty minutes for each lecturer to present, followed by a thirty minute question-and-answer period in which students were given the opportunity to interact with the lecturers and their peers on the other campus. Lecturers from Stanford included nuclear scientist Siegfried Hecker, former U.S. Secretary of Energy Steven Chu, and Thomas Fingar, a former deputy director at the U.S. Office of the Director of National Intelligence; and from PKU, Dean of the School of International Studies Jia Qingguo, and arms control and disarmament expert Han Hua. All discussions were off-the-record to encourage candid exchange of ideas.

One course session in particular resonated with students. The session, taught by Zha Daojiong, a professor of political economy at PKU and Herbert Lin, a senior research scholar at Stanford’s Freeman Spogli Institute for International Studies, focused on the changing nature and future of cybersecurity relations between China and the United States.

“I loved the cybersecurity class because there was a lot of candor on both sides,” PKU student Shan Jee Chua recalled.

Kimberly Chang, a second year Stanford graduate student in management science and engineering, noted that it was beneficial to hear the Chinese view on cyber “because most of the talk within the United States has been from an American perspective.”

The course revealed a broader range of perspectives and provided a chance to interact first-hand with international colleagues while remaining at their home campus. Discussion amongst peers uncovered the “behind the scenes stories” and added context to media reports found online or in print, said Seung Kim, a student in Stanford’s East Asian studies program.

Besides the technology, a unique aspect of the course was its diversity. More than half of the course participants were international, representing 15 countries beyond China and the United States. That setting encouraged debate and reinforced the notion that “neither the United States nor China is the center of the universe,” said Zhu Jun Zhao, a PKU international relations student.

When students were asked what could bring about better understanding between China and the United States, continued dialogue was a common answer. The future of U.S.-China relations rests in the hands of people talking to one another: “I think we need more honest conversations,” Chang said.

And for some students, an opportunity to hold those conversations in-person may be close. Ide said he anticipates traveling to Beijing over the summer and plans to try and meet with a few of his counterparts whom he met through the course.

“Hopefully, I’ll be able to meet some of these people in real life who I’ve met on the ‘wall.’”

On the heels of the IISS Shangri-La Dialogue, scholars, members of think tanks and former U.S. and Chinese government officials came to Beijing to discuss what many participants considered “the most important bilateral relationship” in the world: the relationship between the United States and China. As former U.S. Ambassador John Negroponte described during his opening remarks, the relationship, “if properly managed,” can result in an enormous boon for the world; but if mismanaged, can bring great harm to global stability and prosperity.

Stanford and Peking University jointly hosted a forum titled “A Changing Global and Political Order: Perspectives from China-United States Cooperation” on June 6-7 in Beijing. All attendees, who participated in their capacity as private individuals, acknowledged that a level of uncertainty and tension clouds the bilateral relationship, exemplified most clearly in the territorial disputes in the South China Sea. Having participated in the restoration of Sino-U.S. relations in 1972, Negroponte and former Chinese Ambassador Wu Jianmin remarked upon the geopolitical rationale that first motivated this rapprochement: to counter the Soviet Union. They noted that the bilateral relationship has grown increasingly robust and multi-dimensional over time. For example, Wu cited that trade between the United States and China has increased exponentially, from a mere US$1 billion in 1978 to $550 billion in 2015. Investment, economic cooperation and competition have also grown. Despite disagreements on regional security matters, both countries have worked together on global challenges such as climate change, North Korean and Iranian nuclear issues, anti-piracy efforts and the Ebola outbreak.

However, with China’s rapid rise, both militarily and economically, and as the developing world has gained increasing clout on the world’s stage, many participants suggested that the current global order, originally envisaged in 1944 with the Bretton-Woods Agreement, needed an update. Many participants, especially on the Chinese side, stated that the “balance of power was shifting” with the G7/G8 yielding economic momentum to the G20. The American participants generally did not share Chinese views of a power transition, but conceded that reforms were necessary to the global order to take into account China’s meteoric rise.  Participants did not dispute the benefits that China has derived from the current international order and most agreed that some type of evolutionary change is needed to increase inclusivity. As one participant asked regarding China’s perception of the United States (and vice versa), “Are we foes, enemies or friends?” Despite such ambiguity, U.S.-China cooperation is essential to effecting any type of change.

Questions were rife and specificity was scant with respect to what the key changes were or the mechanisms by which those reforms should be effected, however. Which countries should partake in this decision-making body? Should other entities and institutions other than nation-states be included? What are the rules of participation and criteria for membership? How large should the governing body be? What key reforms need to be undertaken?

Both Negroponte and Wu disavowed the zero-sum mentality of the Cold War, which, Wu stated, continues to impact perceptions on both sides. They both highlighted the critical importance of frequent dialogue by the Chinese and American heads of state and by their militaries. Calling summit-level meetings between the two presidents “indispensable,” Negroponte emphasized that “[both] leaders have to understand [the] viewpoints and attitudes of each country” in order to formulate the right policies. Negroponte added, “[d]iplomacy at that level is probably more important than it has ever been.”

As this summary of the forum is posted, we note with sadness the untimely death of Ambassador Wu Jianmin on June 18, 2016, in a tragic car accident in Wuhan, China.

The leader of U.S. Pacific Command, Adm. Harry B. Harris, Jr., addressed U.S. nautical movements in the South China Sea while also calling for sustained military cooperation between China and the United States in a speech at Stanford Center at Peking University (SCPKU) on Tuesday.

Led by Ambassador Karl Eikenberry, a group of Stanford faculty and scholars from the Walter H. Shorenstein Asia-Pacific Research Center (APARC) listened to the speech from Stanford via an interactive, live videoconference at the Graduate School of Business. The speech was followed by a question and answer session, co-facilitated by Stanford professor Jean Oi in Beijing.

The admiral’s visit to SCPKU was part of a larger trip to China, which included discussions between senior Chinese and American military officials.

News media covered Admiral Harris’ remarks delivered at the SCPKU, which co-sponsored the event with Shorenstein APARC's U.S.-Asia Security Initiative. Articles appeared in the New York Times and Wall Street Journal (subscription may be required to view), among other publications.

Mike McFaul's public talk at SCPKU July 6, 2015

 

FSI Director and SCPKU Mingde Distinguished Faculty Fellow Mike McFaul shares with SCPKU intern Nathalie Chun key insights during his month-long academic residence at the Stanford Center at Peking University (SCPKU) this summer.

 

What is the purpose of your current visit? Could you tell us about your experiences and findings?

Michael McFaul: My main intellectual interest was to understand more about Chinese foreign policy and in particular the bilateral relationship between China and the US but also the bilateral relationship between China and Russia. I’m thinking of writing something, a new project, about this trilateral relationship. And so I spent the most of my time over the last several weeks speaking to two sets of people that are very different: those that focus on United States and those that focus on Russia. In addition, I have an interest in the politics of economic reform and the politics of political reform so I’ve also been speaking to academics, business people, and a few journalists to talk about the change that is going on here in China both on the political and economic dimensions

 

Is there in particular that you’ve learned about here in China that has surprised you? You’ve mentioned that you’ve talked to many different people so I was wondering if there was anything in particular that made you go ‘Oh that’s really interesting!’

MM: That’s good question. In terms of my subject matter, the thing that was most interesting to me as a concept of dual rising powers. So, the conventional wisdom is that China is rising and the rest are fading. But one academic, and it actually came up more than once, reformulated that idea. It’s not that China is rising and everybody else is fading, it’s actually that the United States is rising with China, just at a slower pace. And so maybe eventually they catch up, but it’d be incorrect to say that one is declining and that one is rising, and vis-á-vis the rest of the countries in the world. I also think that’s a better formulation because actually the United States continues to grow at a higher rate. It still has the largest military in the world; in terms of soft power [it still] has great reach and that has not been declining, that’s still rising. It’s just that when we look at this rate of change relative to the rate of change in China, the United States feels like it’s falling behind. Or China is catching up is a better way to put it. I thought that was interesting.

Second interesting point is, you know I just spent two years as Ambassador to Russia from the United States, and there I would say there is a feeling of… envy towards the United States. Like we have wronged them or that we are guilty for some of the difficult periods that they have had, kind of like a chip on their shoulder. Here I don’t feel that. Here I see a kind of self-confidence that people have, wanting to work with United States. Most certainly when I met with officials there was a very strong sense of wanting to have cooperative relations with the United States and in particular it jumped out at me when I was at the Ministry of Foreign affairs yesterday, they kept using the phrase ‘win-win outcomes’ for China and the United States. Well that’s exactly what we’re trying to do with Russia when I was in the government; during the early period of the Obama administration we used that phrase too. And I find it interesting that here the bilateral relationship with China, the Chinese still talk about that, and most certainly do the Americans too. I met with Ambassador Baucus and his team, and they most certainly talk that way. I find it kind of tragic that in the bilateral relationship with Russia, we no longer talk that way.

 

You’ve just mentioned the whole idea of zero-sum perspective of looking at the world and I guess in IR theory that would be a more realist perspective, as opposed to a liberalist perspective. So do you think that this sort of liberalist perspective should the future of looking at and that this ‘win-win’ perspective is one that future diplomats should hold?

MM: I worked on the Obama campaign in 2008 and one time on a flight with him when I was briefing him, I started to talk about these two camps, realist and liberal camps, as a way to understand foreign policy and you know how he responded to me? He said “Come on, the real world, requires you to use both of those theories depending on the issue and the country and the bilateral relationship” and when I was in the government, I most certainly felt that way. These are useful paradigms to kind of clarify arguments but I wouldn’t want to be labeled in one camp or the other and I think it’s analytically distorting, not revealing, to say the world is either realist or liberal. That said, I lean towards liberalism personally. I do believe in the 21st Century, maybe not early centuries it was possible, but in the 21st Century it is possible to construct outcomes that are good for both countries especially through the use of treaties and institutions. And I come away from my month here in China feeling that there are real challenges in the bilateral relationship, complicated issues, but they’re not irreconcilable issues. Even South China sea right, even Taiwan, I see the possibility, with smart diplomacy, that we can find ways to manage these issues so that it doesn’t lead to conflict between the United States and China

 

While you were here at SCPKU you have given talks on both the upcoming US elections and current US-Russia relations. Putting those two themes together, what do you think are the implications of the current US-Russia relations on the upcoming elections in 2016 and the way the next president will tackle these issues?

MM: I would say, I predict continuity, more or less. That is to say, that the policy that you see now was a reaction to Russia annexation of Ukraine, of Crimea, and intervention in Eastern Ukraine, is one of deterrence and punishment. There are three dimensions to it: sanctions to punish Putin’s bad behavior, strengthening of NATO to deter him from going further and third, shoring up Ukraine to try and make the economy there recover from this very difficult period. And I basically think those three main policy trajectories will continue, I don’t see a change. But in each one of them, you might see more or less the same paths. I predict that if a Republican candidate is elected, the ones who’s policies I know, or even Secretary Clinton, you would see for instance maybe military assistance to Ukraine, which is something the Obama administration has so far been reluctant to do, but I don’t foresee major change. And that disappoints people here in China. When I say that they are disappointed, it is because they are hopeful after an election there might be a new president that may try to reset relations with Russia again. I’m not optimistic.

 

What roles, in your opinion, is SCPKU playing in China, and what do you hope the Center will achieve in the future?

MM: Well what I hope the Center will achieve for the future is to create greater connectivity between hundreds of Stanford scholars working in all fields. This is an incredible place, I’ve never seen it before until this trip, absolutely beautiful, 21st century technology, and the second thing is, Peking University is an incredible university, beautiful campus, really all of my interactions with scholars here have been very positive, they’ve been very warm in greeting me as a fellow scholar and I’ve been impressed by the students as well. So that is my hope, over the coming years and decades, that this serves as a bridge between PKU, but also all of China, and Stanford University because there are many difference issues in all different fields of study where there’s room to cooperate. In my field, I also see a very concrete role to help develop what we call Track II dialogues, with China scholars, in terms of helping to manage US-China bilateral relationships. It’s very clear to me there’s a close relationship between senior scholars here at PKU and the government and the Party and the business community and the People’s Congress. I’ve met many people and they know all the people here and we have those connections in terms of Washington as well at Stanford. So my hope is that in a concrete way, and for me personally, that I might be involved in that, and we have an incredible platform here to be able to do so.

For 14 years, Mariano-Florentino Cuéllar has been a tireless Stanford professor who has strengthened the fabric of university’s interdisciplinary nature. Joining the faculty at Stanford Law School in 2001, Cuéllar soon found a second home for himself at the Freeman Spogli for International Studies. He held various leadership roles throughout the institute for several years – including serving as co-director of the Center for International Security and Cooperation. He took the helm of FSI as the institute’s director in 2013, and oversaw a tremendous expansion of faculty, research activity and student engagement. 

An expert in administrative law, criminal law, international law, and executive power and legislation, Cuéllar is now taking on a new role. He leaves Stanford this month to serve as justice of the California Supreme Court and will be succeeded at FSI by Michael McFaul on Jan. 5.

 As the academic quarter comes to a close, Cuéllar took some time to discuss his achievements at FSI and the institute’s role on campus. And his 2014 Annual Letter and Report can be read here.

You’ve had an active 20 months as FSI’s director. But what do you feel are your major accomplishments? 

We started with a superb faculty and made it even stronger. We hired six new faculty members in areas ranging from health and drug policy to nuclear security to governance. We also strengthened our capacity to generate rigorous research on key global issues, including nuclear security, global poverty, cybersecurity, and health policy. Second, we developed our focus on teaching and education. Our new International Policy Implementation Lab brings faculty and students together to work on applied projects, like reducing air pollution in Bangladesh, and improving opportunities for rural schoolchildren in China.  We renewed FSI's focus on the Ford Dorsey Program in International Policy Studies, adding faculty and fellowships, and launched a new Stanford Global Student Fellows program to give Stanford students global experiences through research opportunities.   Third, we bolstered FSI's core infrastructure to support research and education, by improving the Institute's financial position and moving forward with plans to enhance the Encina complex that houses FSI.

Finally, we forged strong partnerships with critical allies across campus. The Graduate School of Business is our partner on a campus-wide Global Development and Poverty Initiative supporting new research to mitigate global poverty.  We've also worked with the Law School and the School of Engineering to help launch the new Stanford Cyber Initiative with $15 million in funding from the Hewlett Foundation. We are engaging more faculty with new health policy working groups launched with the School of Medicine and an international and comparative education venture with the Graduate School of Education. 

Those partnerships speak very strongly to the interdisciplinary nature of Stanford and FSI. How do these relationships reflect FSI's goals?

The genius of Stanford has been its investment in interdisciplinary institutions. FSI is one of the largest. We should be judged not only by what we do within our four walls, but by what activity we catalyze and support across campus. With the business school, we've launched the initiative to support research on global poverty across the university. This is a part of the SEED initiative of the business school and it is very complementary to our priorities on researching and understanding global poverty and how to alleviate. It's brought together researchers from the business school, from FSI, from the medical school, and from the economics department.  

Another example would be our health policy working groups with the School of Medicine. Here, we're leveraging FSI’s Center for Health Policy, which is a great joint venture and allows us to convene people who are interested in the implementation of healthcare reforms and compare the perspective and on why lifesaving interventions are not implemented in developing countries and how we can better manage biosecurity risks. These working groups are a forum for people to understand each other's research agendas, to collaborate on seeking funding and to engage students. 

I could tell a similar story about our Mexico Initiative.  We organize these groups so that they cut across generations of scholars so that they engage people who are experienced researchers but also new fellows, who are developing their own agenda for their careers. Sometimes it takes resources, sometimes it takes the engagement of people, but often what we've found at FSI is that by working together with some of our partners across the university, we have a more lasting impact.

Looking at a growing spectrum of global challenges, where would you like to see FSI increase its attention? 

FSI's faculty, students, staff, and space represent a unique resource to engage Stanford in taking on challenges like global hunger, infectious disease, forced migration, and weak institutions.  The  key breakthrough for FSI has been growing from its roots in international relations, geopolitics, and security to focusing on shared global challenges, of which four are at the core of our work: security, governance, international development, and  health. 

These issues cross borders. They are not the concern of any one country. 

Geopolitics remain important to the institute, and some critical and important work is going on at the Center for International Security and Cooperation to help us manage the threat of nuclear proliferation, for example. But even nuclear proliferation is an example of how the transnational issues cut across the international divide. Norms about law, the capacity of transnational criminal networks, smuggling rings, the use of information technology, cybersecurity threats – all of these factors can affect even a traditional geopolitical issue like nuclear proliferation. 

So I can see a research and education agenda focused on evolving transnational pressures that will affect humanity in years to come. How a child fares when she is growing up in Africa will depend at least as much on these shared global challenges involving hunger and poverty, health, security, the role of information technology and humanity as they will on traditional relations between governments, for instance. 

What are some concrete achievements that demonstrate how FSI has helped create an environment for policy decisions to be better understood and implemented?

We forged a productive collaboration with the U.N. High Commissioner for Refugees through a project on refugee settlements that convened architects, Stanford researchers, students and experienced humanitarian responders to improve the design of settlements that house refugees and are supposed to meet their human needs. That is now an ongoing effort at the UN Refugee Agency, which has also benefited from collaboration with us on data visualization and internship for Stanford students. 

Our faculty and fellows continue the Institute's longstanding research to improve security and educate policymakers. We sometimes play a role in Track II diplomacy on sensitive issues involving global security – including in South Asia and Northeast Asia.  Together with Hoover, We convened a first-ever cyber bootcamp to help legislative staff understand the Internet and its vulnerabilities. We have researchers who are in regular contact with policymakers working on understanding how governance failures can affect the world's ability to meet pressing health challenges, including infectious diseases, such as Ebola.

On issues of economic policy and development, our faculty convened a summit of Japanese prefectural officials work with the private sector to understand strategies to develop the Japanese economy.  

And we continued educating the next generation of leaders on global issues through the Draper Hills summer fellows program and our honors programs in security and in democracy and the rule of law. 

How do you see FSI’s role as one of Stanford’s independent laboratories?

It's important to recognize that FSI's growth comes at particularly interesting time in the history of higher education – where universities are under pressure, where the question of how best to advance human knowledge is a very hotly debated question, where universities are diverging from each other in some ways and where we all have to ask ourselves how best to be faithful to our mission but to innovate. And in that respect, FSI is a laboratory. It is an experimental venture that can help us to understand how a university like Stanford can organize itself to advance the mission of many units, that's the partnership point, but to do so in a somewhat different way with a deep engagement to practicality and to the current challenges facing the world without abandoning a similarly deep commitment to theory, empirical investigation, and rigorous scholarship.

What have you learned from your time at Stanford and as director of FSI that will inform and influence how you approach your role on the state’s highest court?

Universities play an essential role in human wellbeing because they help us advance knowledge and prepare leaders for a difficult world. To do this, universities need to be islands of integrity, they need to be engaged enough with the outside world to understand it but removed enough from it to keep to the special rules that are necessary to advance the university's mission. 

Some of these challenges are also reflected in the role of courts. They also need to be islands of integrity in a tumultuous world, and they require fidelity to high standards to protect the rights of the public and to implement laws fairly and equally.  

This takes constant vigilance, commitment to principle, and a practical understanding of how the world works. It takes a combination of humility and determination. It requires listening carefully, it requires being decisive and it requires understanding that when it's part of a journey that allows for discovery but also requires deep understanding of the past.
