International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

In Spring 2016, Stanford's U.S.-Asia Security Initiative launched an innovative new graduate-level course - "The United States, China, and Global Security" - a class taught simultaneously at Stanford University and SCPKU on Peking University's (PKU) Beijing campus using a high definition video teleconference facility called the Highly Immersive Classroom.  The course featured topics relevant to current U.S.-China relations and their respective roles in regional and global security.  This video provides course highlights and features commentary from the two lead instructors - Karl Eikenberry, the former U.S. Ambassador to Afghanistan and Director of Stanford's U.S.-Asia Security Initiative, and Professor and Assistant Dean of PKU's School of International Studies, Fan Shiming.

The Hoover Institution on War, Revolution, and Peace was founded nearly 100 years ago as the Hoover War Library with a donation by Herbert Hoover, who later said, “This Institution is not, and must not be, a mere library, but…must dynamically point the road to peace, to personal freedom, and to the safeguards of the American system.”  Since its founding, the Hoover Institution has grown into one of the most prominent global research centers (“think tanks”) and the only one with a world class Library & Archives as its foundation. Today Hoover supports hundreds of fellows in disciplines including economics, history, political science, and the humanities, while maintaining a Library & Archive that is among the largest in the United States with almost 7,000 archival collections in more than 150 languages. The Library & Archives draws over 10,000 visitors annually to its reading rooms, events, exhibits, scholarly conferences and workshops. Eric Wakin, Deputy Director of Hoover and the Robert H. Malott director of its Library & Archives, will discuss the rich history of this unique Institution and where it will be headed in its next hundred years.

Eric Wakin is the deputy director of the Hoover Institution and the Robert H. Malott Director of the Institution’s library and archives, overseeing their strategic direction and operations. Wakin is the author of Anthropology Goes to War: Professional Ethics and Counterinsurgency in Thailand. His current research interest is guns and gun control in the nineteenth-century United States and he is revising a manuscript titled "From Flintlock to ‘Tramps’ Terror’: Guns and Gun Control in Nineteenth-Century New York City.” He has also coauthored a number of walking-tour books and travel guides. Before coming to Hoover, Wakin was the Herbert H. Lehman Curator for American History and the Curator of Manuscripts at the Rare Book & Manuscript Library at Columbia University, where he also taught courses in the History Department on public history, memory and narrative, archives and knowledge, and theory.

The leader of U.S. Pacific Command, Adm. Harry B. Harris, Jr., addressed U.S. nautical movements in the South China Sea while also calling for sustained military cooperation between China and the United States in a speech at Stanford Center at Peking University (SCPKU) on Tuesday.

Led by Ambassador Karl Eikenberry, a group of Stanford faculty and scholars from the Walter H. Shorenstein Asia-Pacific Research Center (APARC) listened to the speech from Stanford via an interactive, live videoconference at the Graduate School of Business. The speech was followed by a question and answer session, co-facilitated by Stanford professor Jean Oi in Beijing.

The admiral’s visit to SCPKU was part of a larger trip to China, which included discussions between senior Chinese and American military officials.

News media covered Admiral Harris’ remarks delivered at the SCPKU, which co-sponsored the event with Shorenstein APARC's U.S.-Asia Security Initiative. Articles appeared in the New York Times and Wall Street Journal (subscription may be required to view), among other publications.

At the turn of the twentieth century, the foundations of traditional Chinese society were crumbling. Many patriotic and idealistic young people went overseas to seek inspiration and education, determined to learn from the outside world and forge a new path forward for China. Beethoven was introduced to China during this period by a series of remarkable artists and intellectuals who learned about the composer while studying in Japan. The polymath artist, writer, and monk Li Shutong was the first Chinese to write about Beethoven in a short, but revealing, article called  “The Sage of Music.”  Xiao Youmei was the first Chinese to bring the sound of Beethoven to Chinese people.  After his studies in Japan and Germany, Xiao came back to China in 1921 and began promoting music education at Peking University, where he created the first Chinese symphony orchestra to perform Beethoven’s music. Since then, Beethoven has become an iconic figure in China and played a role in many major historical events from the May Fourth Movement to the normalization of US-China relations.  Beethoven became a hero to reformers, intellectuals, music lovers, and party cadres alike. The new Penguin Special “Beethoven in China,” by Stanford professor and orchestra conductor Jindong Cai and culture journalist Sheila Melvin tells the compelling story of Beethoven and the Chinese people.

In the first part of this special lecture-concert, Professor Cai will share his own experience of hearing Beethoven’s music for the first time in the midst of the Cultural Revolution. He will also briefly tell the story of how Beethoven and his music became so deeply rooted in modern China. The second part of the event will feature a 15-member ensemble of musicians from the Peking University Orchestra – a first-ever re-creation of the 1922 orchestra that premiered Beethoven in Beijing. The performance, conducted by Maestro Cai, will give the audience a unique historical experience and allow them to travel back in time and hear how Beethoven’s music sounded when it was first performed at Peking University.

What have China and Japan learned from each other? How has this long interaction shaped the images the two countries have of each other since imperial times to the present? Tracing the different phases of learning between China and Japan from the Tang, Meiji, and post 1972, Ezra Vogel will make suggestions about how the two countries might deal with history issues.

Ezra Vogel is the Henry Ford II Professor of the Social Sciences Emeritus at Harvard. After graduating from Ohio Wesleyan in 1950, he studied sociology in the Department of Social Relations at Harvard, receiving his Ph.D. in 1958. He then went to Japan for two years to study the Japanese language and conduct research interviews with middle-class families. From 1961-1964, he was a post-doctoral fellow at Harvard, studying Chinese language and history. He was director of Harvard’s Fairbank Center and the Asia Center. He remained at Harvard, becoming lecturer in 1964 and, in 1967, professor. Professor Vogel retired from teaching on June 30, 2000.

Drawing on his original fieldwork in Japan, he wrote Japan's New Middle Class (1963). A book based on several years of interviewing and reading materials from China, Canton Under Communism (1969), won the Harvard University Press faculty book of the year award. The Japanese edition of his book Japan as Number One: Lessons for America (1979) is the all-time best-seller in Japan of non-fiction by a Western author. His study of Guangdong is published as One Step Ahead: Guangdong Under Reform (1989). His book Deng Xiaoping and the Transformation of China (2011) became a best seller in China. He lectures frequently in Asia, both in Chinese and Japanese. He has visited East Asia every summer since 1958 and has spent a total of over six years in Asia.

Wesley is a PhD candidate at the Stanford Technology Ventures Program. In his research, he strives to understand how digitization affects strategy and entrepreneurship. His dissertation examines seller strategies on digital platforms, with special attention devoted to how sellers' offline environments drive their online behavior and platform success. He employs sophisticated quantitative methods to analyze seller-level data acquired directly from Alibaba, complemented by rich interview data collected over a period of three years. Prior to Stanford, Wesley was an entrepreneur at a hardware startup and a high-frequency trader. He holds two bachelor's degrees in environmental engineering and finance from MIT.

Explaining the New Confrontation Between Russia and the West

U.S.-Russia relations have reached a new low.  For thirty years, American presidents believed that the end of the Cold War ushered in a new era of cooperation with Moscow, and Russian integration into the West.   That hope has now ended. In parallel, Russian leaders also sought to deepen ties with the United States and build closer relations with Western institutions. Today, however, Russian leaders and commentators describe the United States as an adversary. In turn, American and European leaders have instituted unprecedented coercive measures against Russia in response to Russia’s intervention into Ukraine.  What happened?  How did we go from the end of the Cold War thirty years ago to a new period of confrontation? In his lecture, Professor McFaul will examine several explanations for this tragic set of developments, drawing on both his theoretical knowledge from his academic career as well as his practical experiences as a U.S. government official. 

Michael A. McFaul is the director of the Freeman Spogli Institute for International Studies, professor of political science, the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He also works as a news analyst for NBC News. McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012) and then as U.S. Ambassador to the Russian Federation (2012-2014).  This summer, he is in residence at the Stanford Center at Peking University as a Mingde Distinguished SCPKU Visiting Fellow.

For 14 years, Mariano-Florentino Cuéllar has been a tireless Stanford professor who has strengthened the fabric of university’s interdisciplinary nature. Joining the faculty at Stanford Law School in 2001, Cuéllar soon found a second home for himself at the Freeman Spogli for International Studies. He held various leadership roles throughout the institute for several years – including serving as co-director of the Center for International Security and Cooperation. He took the helm of FSI as the institute’s director in 2013, and oversaw a tremendous expansion of faculty, research activity and student engagement. 

An expert in administrative law, criminal law, international law, and executive power and legislation, Cuéllar is now taking on a new role. He leaves Stanford this month to serve as justice of the California Supreme Court and will be succeeded at FSI by Michael McFaul on Jan. 5.

 As the academic quarter comes to a close, Cuéllar took some time to discuss his achievements at FSI and the institute’s role on campus. And his 2014 Annual Letter and Report can be read here.

You’ve had an active 20 months as FSI’s director. But what do you feel are your major accomplishments? 

We started with a superb faculty and made it even stronger. We hired six new faculty members in areas ranging from health and drug policy to nuclear security to governance. We also strengthened our capacity to generate rigorous research on key global issues, including nuclear security, global poverty, cybersecurity, and health policy. Second, we developed our focus on teaching and education. Our new International Policy Implementation Lab brings faculty and students together to work on applied projects, like reducing air pollution in Bangladesh, and improving opportunities for rural schoolchildren in China.  We renewed FSI's focus on the Ford Dorsey Program in International Policy Studies, adding faculty and fellowships, and launched a new Stanford Global Student Fellows program to give Stanford students global experiences through research opportunities.   Third, we bolstered FSI's core infrastructure to support research and education, by improving the Institute's financial position and moving forward with plans to enhance the Encina complex that houses FSI.

Finally, we forged strong partnerships with critical allies across campus. The Graduate School of Business is our partner on a campus-wide Global Development and Poverty Initiative supporting new research to mitigate global poverty.  We've also worked with the Law School and the School of Engineering to help launch the new Stanford Cyber Initiative with $15 million in funding from the Hewlett Foundation. We are engaging more faculty with new health policy working groups launched with the School of Medicine and an international and comparative education venture with the Graduate School of Education. 

Those partnerships speak very strongly to the interdisciplinary nature of Stanford and FSI. How do these relationships reflect FSI's goals?

The genius of Stanford has been its investment in interdisciplinary institutions. FSI is one of the largest. We should be judged not only by what we do within our four walls, but by what activity we catalyze and support across campus. With the business school, we've launched the initiative to support research on global poverty across the university. This is a part of the SEED initiative of the business school and it is very complementary to our priorities on researching and understanding global poverty and how to alleviate. It's brought together researchers from the business school, from FSI, from the medical school, and from the economics department.  

Another example would be our health policy working groups with the School of Medicine. Here, we're leveraging FSI’s Center for Health Policy, which is a great joint venture and allows us to convene people who are interested in the implementation of healthcare reforms and compare the perspective and on why lifesaving interventions are not implemented in developing countries and how we can better manage biosecurity risks. These working groups are a forum for people to understand each other's research agendas, to collaborate on seeking funding and to engage students. 

I could tell a similar story about our Mexico Initiative.  We organize these groups so that they cut across generations of scholars so that they engage people who are experienced researchers but also new fellows, who are developing their own agenda for their careers. Sometimes it takes resources, sometimes it takes the engagement of people, but often what we've found at FSI is that by working together with some of our partners across the university, we have a more lasting impact.

Looking at a growing spectrum of global challenges, where would you like to see FSI increase its attention? 

FSI's faculty, students, staff, and space represent a unique resource to engage Stanford in taking on challenges like global hunger, infectious disease, forced migration, and weak institutions.  The  key breakthrough for FSI has been growing from its roots in international relations, geopolitics, and security to focusing on shared global challenges, of which four are at the core of our work: security, governance, international development, and  health. 

These issues cross borders. They are not the concern of any one country. 

Geopolitics remain important to the institute, and some critical and important work is going on at the Center for International Security and Cooperation to help us manage the threat of nuclear proliferation, for example. But even nuclear proliferation is an example of how the transnational issues cut across the international divide. Norms about law, the capacity of transnational criminal networks, smuggling rings, the use of information technology, cybersecurity threats – all of these factors can affect even a traditional geopolitical issue like nuclear proliferation. 

So I can see a research and education agenda focused on evolving transnational pressures that will affect humanity in years to come. How a child fares when she is growing up in Africa will depend at least as much on these shared global challenges involving hunger and poverty, health, security, the role of information technology and humanity as they will on traditional relations between governments, for instance. 

What are some concrete achievements that demonstrate how FSI has helped create an environment for policy decisions to be better understood and implemented?

We forged a productive collaboration with the U.N. High Commissioner for Refugees through a project on refugee settlements that convened architects, Stanford researchers, students and experienced humanitarian responders to improve the design of settlements that house refugees and are supposed to meet their human needs. That is now an ongoing effort at the UN Refugee Agency, which has also benefited from collaboration with us on data visualization and internship for Stanford students. 

Our faculty and fellows continue the Institute's longstanding research to improve security and educate policymakers. We sometimes play a role in Track II diplomacy on sensitive issues involving global security – including in South Asia and Northeast Asia.  Together with Hoover, We convened a first-ever cyber bootcamp to help legislative staff understand the Internet and its vulnerabilities. We have researchers who are in regular contact with policymakers working on understanding how governance failures can affect the world's ability to meet pressing health challenges, including infectious diseases, such as Ebola.

On issues of economic policy and development, our faculty convened a summit of Japanese prefectural officials work with the private sector to understand strategies to develop the Japanese economy.  

And we continued educating the next generation of leaders on global issues through the Draper Hills summer fellows program and our honors programs in security and in democracy and the rule of law. 

How do you see FSI’s role as one of Stanford’s independent laboratories?

It's important to recognize that FSI's growth comes at particularly interesting time in the history of higher education – where universities are under pressure, where the question of how best to advance human knowledge is a very hotly debated question, where universities are diverging from each other in some ways and where we all have to ask ourselves how best to be faithful to our mission but to innovate. And in that respect, FSI is a laboratory. It is an experimental venture that can help us to understand how a university like Stanford can organize itself to advance the mission of many units, that's the partnership point, but to do so in a somewhat different way with a deep engagement to practicality and to the current challenges facing the world without abandoning a similarly deep commitment to theory, empirical investigation, and rigorous scholarship.

What have you learned from your time at Stanford and as director of FSI that will inform and influence how you approach your role on the state’s highest court?

Universities play an essential role in human wellbeing because they help us advance knowledge and prepare leaders for a difficult world. To do this, universities need to be islands of integrity, they need to be engaged enough with the outside world to understand it but removed enough from it to keep to the special rules that are necessary to advance the university's mission. 

Some of these challenges are also reflected in the role of courts. They also need to be islands of integrity in a tumultuous world, and they require fidelity to high standards to protect the rights of the public and to implement laws fairly and equally.  

This takes constant vigilance, commitment to principle, and a practical understanding of how the world works. It takes a combination of humility and determination. It requires listening carefully, it requires being decisive and it requires understanding that when it's part of a journey that allows for discovery but also requires deep understanding of the past.
